A bid for a new licence by Halifax-based LOB Storage & Distribution was turned down when the com Tom Macartney indicated that if any of the company's directors, or its transport manager James Windle, have anything to with any other licence holder, their repute would be called into question because of their association with two other companies.
LOB Storage & Distribution had applied for a licence for five vehicles and eight trailers. The IC said director Gary Broadley had written to say that he had resigned as a director and was withdrawing the application. However; as there was another director, the TC could not accept that withdrawal.
In October 1999 the licence held by Heaton Transport was revoked an financial grounds, said the IC. Director David Heaton initially maintained that that company was still trading but he then indicated that it had been bought off the receiver and was changing its name to DH Storage & Distribution. David and Brenda Heaton were appointed directors of that company but resigned on the appointment of Broadley a director.
An application for a licence by Storage, due to be heard in June 2000, v withdrawn and the company had br warned that it had no authority to open vehicles.
Traffic examiner Steve Foster said ti a vehicle was subsequently stopped in Darlington area. It was not displaying an licence disc but the driver had said he Y employed by OH Storage. The registel keeper of the vehicle was OH Storage an was specified on the proposed I Storage licence.
When another vehicle was stopped it v found that the registered keeper was Storage and the vehicle was specified LDB Storage's proposed licence.
Foster told the IC that when he visi other operators, they pointed to firms this and asked why they weren't targe instead of half decent operators. In his vi LOB Storage was a "front" for David Heal The IC said that he would make his di sion known in all other traffic areas.
