The Continental habit of producing volumes of hot air is not simply an irritating source of conference boredom. It wraps every issue in blankets of obscurity, diffuses every particularity into a host of generalisations and—here's the rub—delays decisions or recommendations on serious issues.
Once or twice in Madrid the session chairmen appeared to be determined that nothing so definite as a vague suggestion should be allowed to slip through into the summary. As for a decision, one could see the hands raised in horror at the prospect of anything so presumptuous.
