The EEC have already shown the -way to achieve some progress in the matter of managers' licensing .and there is a reference in the Bible.* As capacity -control (quantity) was making no progress through the Council's machinery, they "plucked 'it out." The TML system in the 1968 Transport Act (Sec. 65 and Schedule 9) has been and still is sticking" on questions 'of commercial competence. Why not pluck this out too?
Road safety and technical standards for operators cover all types of commercial vehicles (both freight and passenger); there is no real problem over qualifications, grandfather rights or running a simple register at a very modest cost. Professional competence is very much the concern of professional bodies —commerce competence is better judged elsewhere.
