If the land has been used in the past as an operating centre, perhaps recently, this may prove an advantage in obtaining authorisation. But you must examine whether the land around the centre has changed over time.
A new housing estate might not lead to the application being refused on environmental grounds, but could lead to conditions being imposed that affect the hours and nature of the operation.
A condition could be imposed requiring fuelling, washing or maintenance to occur at certain times or in a certain location in the yard. This could be expensive if it involves moving the fuel tanks or restricting the use of the garage. As a result of the change of use of land around the property, a previously marginal, but acceptable, road safety risk may become unacceptable, causing the land to become unsuitable.
