• A haulier escaped having his licence suspended after receiving a number of prohibition notices because he was not invited to a new operator's seminar in which he would have learned about the required standard of maintenance.
Newcastle Emlyn, Dyfedbased haulier Reinar Kalmaru, who trades as RK Haulage, was told by South Wales Licensing Authority John Mervyn Pugh that his licence would not be suspended because the Traffic Area had not given him its support.
It was totally unfair, said Pugh, to expect a new operator to start a maintenance system unless he had an opportunity of having it explained to him.
