"In the Republic, householders are able to choose who collects their rubbish and sign an agreement accordingly, which has made a pay-by-weight system quite easy to introduce," he says. "In Britain, it's an established local authority service, and I suspect it will be a long time before pay-as-you-throw [ever] becomes the norm here."
