Which of the following most accurately describes the problem?

Belfast is by right of achievement the economic and commercial capital of the Province of Ulster. Its shipbuilding and trading enterprises are known the world over, and we are this week concerned to publish six pages of text and illustrations about the commercial motors which centre upon it.

Unforeseen difficulties attended the investigations of the member of our staff who was visiting the linen city, and we were not a little surprised to be advised of the suspicion with which some of his inquiries were viewed. He was mistaken or an agent of the Government, and was virtually refused information in the offices of two owners, who curtly showed him the door. This experience, which we may incidentally add is an unprecedented one for a representative of this journal, throws a very direct light upon the strained character of the situation in which Belfast and neighbourhood have become involved, due to political differences. We are not called upon to enter into the causes, but we have thought it of sufficient interest, by way of introduction, briefly to record the manner in which_ gun-running and other recent exploits reacted upon and against our own normal investigations in the course of our " Big Cities'' series.
