• North Western Traffic Commis sioner Martin Albu has granted Nicholas Coop, of Wrexham, a national licence for two vehicles for one year only, although his transport manager is not employed by the business.
For Coop, David Rimmer said that Coop's haulage business was sold as a going concern in October 1992. Coop regained work from a previous customer and intended to operate as an owner-driver. Rimmer said Coop's CPC holder was not directly employed by the business and Coop was just beginning to study for his own CPC.
Nicholas Coop said his CPC holder checked the tachographs and maintenance records and made sure he was running legally. He hoped to pass the CPC examination himself in the next six months.
Albu said that on this occasion he was willing to stretch the regulations until Coop passed his CPC and the situation could be remedied.
