Which of the following most accurately describes the problem?

ASTATEMENT clarifying the procedure for taxing utility vehicles next year, when the private-car rate becomes f12 10s. per annum, has been issued by the Ministry of Transport. Utilities which weigh more than 12 cwt, will be taxable at the goods rate only if they are used for the conveyance of goods for hire or reward or for use in connection with a trade or business.

Where such a vehicle is used to carry goods or to draw a trailer solely for private purposes, it will be taxed in the same way as a private car at f12 10s. The same applies to ordinary vans and lorries, but as these vehicles are normally used for hire or reward or for use in connection with a trade or business, most of them will not benefit by the change.

Utility or ordinary goods vehicles not exceeding 12 cwt. unladen will continue to be taxable at the existing goods rate of £10, although they are used for the conveyance of goods or burden for private purposes only, but in such instances additional duty will not be charged if a trailer is drawn for private purposes only. Trailer duty will be charged if the vehicle, or the trailer, is used for business.

If the owner of a utility vehicle or of any other vehicle constructed •or adapted for the conveyance of goods or burden considers that the duty he is now paying will not be appropriate next year, he should apply to his local taxation office, and not to the Post Office, for the renewal of the licence.
