Which of the following most accurately describes the problem?

A COMPROMISE proposal that the EEC axle weight limit should be set at "11 metric tons or up to 5 per cent less, or 10.5 metric tons or up to 5 per cent more" was due to be put to the Council of Ministers in Brussels this week by the Italian delegation.

The suggestion (which effectively means a 10,45 to 11.25tonne limit) is part of a five-point package deal involving reference tariffs, social regulations and haulage quotas (CM last week) as well as weights and dimensions. The package had support from several member States, but hopes for its success were not high.
