Our image will be tarnished
LIKE A BAD EMPLOYER David Howell is seeking increased productivity from reduced staffing levels. The Licensing Authorities Annual Reports (CM, March 5) make it abundantly clear that enforcement is slipping.
Dynamic axle weights are under-utilised according to one LA. Another reports that vehicles in his area are poorly maintained.
There is always a great temptation to take a chance with a bit of overload especially if the traffic is being carried on a rate-for-ton basis. The temptation gets stronger as the chance of being detected diminishes.
There is a similar situation with maintenance. Profits can be enhanced or rates cut if operation costs are reduced. The easiest way to reduce costs is to neglect maintenance. On a 32-tonner that would save over 20 pence per mile. It's a short-sighted policy but one which is apparently being adopted.
David Howell told Parliament and the Country that there would be strict enforcement with the advent of the heavier lorry. That surely means more enforcement staff. There is not much time left between now and May 1; the Minister needs to move quickly.
We do not expect too much applause for our support of the LAs' pleas. However, if the image of the industry has to be improved in the public eye, discipline and enforcement are essential now.
