• One of these measures was the adoption of the Marco Polo programme on 22 July 2003. Its goals were to reduce road congestion, improve the environmental performance of the EU freight transport system and encourage intermodal transport. • Marco Polo 1 has spent €100m from 2003-2006.
• Marco Polo 2 will run from 2007 to 2013; with its €400m budget it will promote concepts such as 'motorways of the sea' and traffic-avoidance measures. The EC believes every euro spent on Marco Polo will generate E6 in social and environmental benefits.
