IN 1980 — the latest year for which information is available — there were 19,994 proceedings in magistrates' courts for offences of exceeding gross weight or axle weight of goods vehicles.
In addition, said Home Office Minister of State, Patrick Mayhew, who gave the figues in the Commons, 271 prosecutions were known to have been recorded as trade licence offences because exceeding the maximum gross weight infringed the conditions of a trade licence.
