The Transport Manager's and Operator's Handbookadvises that an operator should set limits in its conditions of carriage on the value of goods for which it will normally accept responsibility, with goods of higher value being carried on special terms. The operator might also state circumstances under which it accepts no liability. These could include:

• Act of war or civil war • Seizure under legal process • Act or omission by the trader, his employees or agents • Insufficient or improper packing • Insufficient labelling or addressing • Consignee not taking or accepting delivery within a proper time The Road Haulage Association offers members conditions of carriage, limiting liability to £1,300 per tonne. It offers special conditions for livestock carrying and subcontracting.
International operators are automatically covered by the Convention on the Contract for the International Carriage of Goods by Road, commonly known as the CMR convention.
