• Common Market plans to make hauliers pay tax in the countries used by their lorries — the "territoriality principle" — are proving impossible to put into practice.
The idea was mooted in a Brussels paper last year as a fairer way of paying for infra structure use. Since then polit cians and experts in Brussels have been trying to decide ho' to implement it.
Dutch schemes involving computers and sensors alongside roads are regarded with scepticism by British pundits. "High-tech schemes like these cost a lot of money — how ca the poor countries pay for it?" asked one diplomat. A cheapet approach is regarded as "unworkable".
