• The government is considering recommendations for the issuing of fixed penalty notices to drivers caught driving too close, 'undertaking' and, most controversially, using mobile phones while on the move.
The Department of Transport's Road Safety Research Report No26, which is entitled Dangerous Driving and the Law, also believes that a range of stiff fines should accompany the fixed penalty notices.
The report, published last week, also recommends that the current offence of Causing Death by Dangerous Driving should be extended to include severe injuries to "recognise the suffering and impact that severe and permanent injuries have both on the victims and their families".
It says a consultation exercise should be carried out to examine whether an intermediate offence should be introduced between Dangerous Driving and Careless Driving.
This offence, it suggests, might be called Negligent Driving—it would include gross carelessness or 'a serious failure to take sufficient care whilst driving".
