Which of the following most accurately describes the problem?

GROUP FARES on Strathclyde PTE's Easterhouse Microbus services were withdrawn after December 31, following the PTE's acceptance that they were outside the scope of the 1981 Public Passenger Vehicles Act.

It offered discounts for groups of two to five passengers using the two services in the housing scheme in east Glasgow, when the services were run in competition with established taxi operators there. Taxi owners objected to a substantive licence being granted for the services (CM, December 31) and the PTE withdrew that part of the application.

The services are still being run, but without any discounts.

• SPTE points out that its Metroliner main-line services have been authorised to carry able-bodied and disabled passengers. Only the Microbus feeders are restricted. (CM, January 7).
