Regulations thereunder introducing continuous 0-licensing came into force on 1 January 1996.
• Regulations under the Vehicle Excise Act permitting the clamping and removal of unlicensed vehicles in special London Boroughs came into force on 20 February 1996.
• The Road Vehicles Construction and Use Amendment Regulations came into force on 16 March 1996. These Regulations, introduced following recent serious road traffic accidents, prohibit the use of minibuses and coaches for dedicated journeys carrying children between the ages of three and 16 unless each child has a forward facing seat and seat belt.
• A further regulation under the Public Service Vehicles Act came into force on 1 May 1996 which abolishes the old concession permitting three children to sit in two seats on a PSV.
• It is anticipated that on the 1 July 1996, new regulations implementing some outstanding parts of ADR directive relating to the carriage of dangerous goods will come into force. These regulations are still under consultation and will replace the old PGT and RTR.
• Construction Regulations amended as from 1 January increase the permitted overall width of certain motor vehicles. The overall width of any motor vehicle (with certain limited exceptions) is increased from 2.5m to 2.55m. This also applies to trailers with a gross weight exceeding 3,500kg.
