CAPTAIN E. W. PH IL LIPS , M.B.E., -chief assistant to the Regional Transport Commissioner for the South Eastern Region, has been transferred to the headquarters of the Ministry of War Transport' at Berkeley Square House,, where he is joining the Railways Division. Captain Phillips joined the Ministry of Transport on its formation in September, 1919, and was the first Clerk to the South Eastern Traffic Commissioners, filling that post until the outbreak of war, when he was appointed to the position which he has just vacated. As recently as last July he suffered a severe loss by the death of his wife, who, with him, was so well known in the industry.
