• The effect on motorway congestion of moving freight from road to rail is a factor the Government should consider when allocating Section 8 grants to operators for building railfreight facilities, says the Labour-supporting Institute of Public Policy Research in a new document, The Future of Railways and Roads. It adds that the conditions for winning a Section 8 payment make it hard to "justify rail-freight facilities especially on routes which suffer the worst congestion".
