"i can understand the aim, but what is so wrong with the industry now that dictates we need this new legislation? We are not as dangerous as these EU bureaucrats seem to think. Where are the figures that show we need a Certificate of Professional Competence?"
Arthurton fears that although an average of one day's training a year for each driver does not sound much, the cumulative effect on his business will be significant.
"We plan our drivers' work on a 48-week basis," he explains. "We know they'll have three weeks off, plus bank holidays. Have I now got to allow more time just for lorries to sit in the yard'?"
