HAUL! E RS IN FELIXSTOWE say a new parking enforcement regime is out of control. with £100 fines being imposed almost as soon as vehicles come to a halt.

Property company Bidwells has contracted Proserve Enforcement Agency to patrol Trinity Distribution Park next to the town's container port (CM 19 January).

Don Hunter, owner of Don Hunter (Transport) says one of his subcontractors was caught out after being unable to enter a customer's premises because a vehicle was blocking the entrance.

-He stopped at the side of the road with the engine running.A guy jumped out with a camera and took a photograph. t hen slapped a ticket on the window and walked off. I can totally understand them issuing tickets and clamping if vehicles are parked there — hut when a guy is in his truck waiting to pull into premises, it's totally unjustified."

Pete Butler, senior area manager for the Road Haulage Association, says several other hauliers have complained about the new regime: "We're investigating the situation and taking it up with Bidwells."

Andy Hart, property administrator at Bidwells, confirms that Prose rve is not paid to do the work so is being reimbursed through the fines But he adds:-They are doing a fantastic job. Before, it was absolute chaos.

"They do operate with discretion and are required to do so in their contract if we have a major problem like the port being closed down due to high winds."

A Preserve spokesmansays:"We have a job to do and it's working."
