"THE Minister of Transport has now issued The Goods Vehicles (Licences and Prohibitions) '(Ainendrnent) Provisional Regulations, 1938, which, on account of urgency, are brought into force immediately, and will continue in force until Statutory Rules have been made.

The Goods Vehicles (Licences and Prohibitions) ( Amendment) Regulations, 1937, are revoked, and the principal Regulations are to have effect as though (1) Regulation 12 were omitted and the following inserted in lieu.

12 (1) The Licensing Authority shall issue to the holder of a licence an identity certificate in respect of each vehicle authorised. That issued for each vehicle under an A or B licence shall (except in the case of short-term licences) be valid only for the period covered by the first instalment of the fee paid. Thereafter a fresh identity certificate will be issued as and when each subsequent instalment of the fee is paid. Each certificate will be valid only for the period covered by that instalment or until the licence expires, whichever is the earlier. Provided that where a licence continues in force under sub-section (5) of section 3 or of subsection (15) of section 15 of the Act, the certificate shall continue in force for a like period.

New Scale of Fees.

(2) Regulation 14 to be omitted and the following inserted: 14 (1) Subject to paragraph 13 hereof, fees for licences (other than short-term) are at the following rates : A licence, £7 10s.; B licence, £3 10s. ; C licence, £1 5s., in respect of each vehicle authorised.

14 (2) Fees for A and 13 licences (other than short-term) are payable in yearly instalments, the first before the licence is issued, the others at intervals of 12 months reckoned back from the date of expiry. Each instalment is, for the A licence, one-fifth, and for the B licence a half of the fee for the full currency period. In the case of a licence for a shortened period, the first instalment is the sum payable for the full period less the amount of the remaining instalments payable and any sum by which the fee for the full period is reduced according to the provisions of paragraph 4.

14 (3) Where a licence for the currency period is in substitution for a short-term licence and is to have effect from a date prior to the expiry of that licence, there must be set off against the first instalment a sum computed at the following rate for each complete month by which the short-term licence is curtailed: A licence, 2s. 6d.; B licence, 3s., for each vehicle.

14 (4) Where a licence is granted for a shortened currency period under the Goods Vehicles (Duration of Carriers Licences) Provisional Regulations, 1938 (which increase the currency periods for the three classes, A, B and C. to live, two and five years, respectively, except that to arrange a convenient programme of work, the Licensing Authority may at his discretion grant a licence for a shortened currency period), the fee payable shall be that for the full currency period, less an amount computed at the following rate, in respect of each completed period, in the case oi an A licence or B licence of six months and for a C licence of 12 months by which the currency is shortened : A licence, 15s.; B licence. 17s. 0d.; C licence, 5s., for each vehicle.

Fees for Additional Vehicles.

14 (5) The fee payable for a variation authorising the use of a greater number of vehicles than the maximum under the lieence at any previous time is computed at the following rate for each additional vehicle: (a) for each six months (or part) of the unexpired period, A licence, 15s.; B licence, I7s. 6d. Every such fee is payable in equal yearly instalments, except the first, which will be in respect of the broken period, if any; (b) for each year (or part) of the unexpired period of a C licence 5s. In each case the unexpired period is calculated from the date from which the use of the addi tional vehicle is authorised, except that an additional vehicle shall not be regarded as authorised under a C licence until a " Variation of Private C Carrier's Licence " shall have been issued for it. If at the time of an application for a variation, the maximum number of vehicles authorised has been reduced, then additional fees are payable in respect of each vehicle in excess of the number authorised at the time of application.

14 (6) The fees for a short-term licence are: A licence, 15s.; B licence, 17s. 6d.; C licence, Sc., except in the case of short-term A or B licences granted under sub-section (4) of section 3 of the Act, the fee shall he as follows: for each month (or part) for which the licence is valid. A licence, 2s. 6d.; B licence, 3s.

14 (7) In the case of short-term licences to authorise vehicles above the maximum number under the licence at arty previous time, the fee shall be for each month (or part): A licence. 2s. 6d.; B licence, 3s.

Variation of Conditions.

14 (8) For variation of conditions attached to a 13 licence under sub. section (3) of section 8 of the Act, the fee is 10s.

14 (9) No fee is payable for any variation involving solely the deletion of a vehicle, the reduction of the number or substitution of one vehicle for another.

14 (10) Where vehicles are authorised to be hired under a licence, the fee shall be reckoned on the basis of the maximum number to be hired at any one time.

14 (11) Where a Licensing Authority includes vehicles to be acquired, the extra fee is computed as under paragraphs (5) or (7) and calculated from the date of issue of the identity certificate.

The fee payable on the issue of a duplicate of an identity certificate, licence, or variation is Is.

It must be pointed out that none of the originals of these will be supplied until the appropriate fee or instalment is paid.
