BECAUSE the Road Haulage and Hire (Charges) Order lays it down that, in the absence of proof to the contrary, 7i per cent, shall be deemed to represent the appropriate addition to what were fair and reasonable rates in October, 1940, the Heavy Woollen District Transport Association has asked the North-eastern Transport Commissioner for his guidance as to the schedule of haulage rates agreed upon and operated by its members. This schedule was put into operation in April, 1940, and it remained unchanged until a 10 per cent, increase in Wvember, 1941, brought the rates up to their present level.
A reply .received by the Association says that the' Commissioner is of opinion that it would not be proper for him to rule or advise upon any schedule of rates at present in operation, because by so doing he might be deemed to have prejudiced any application which, under the terms of the Order, an objecting trader might make with reference to such rates.
Should the Association's members receive any complaints as to haulage charges made under its agreed schedule, adds the reply, the complainants should be informed they can ask the Commissioner to hold an inquiry and adjudicate in the matter. •
