And he disagrees that the fines are too low to have any real lasting impact on offending rates.
"If foreign drivers have to pay up before continuing their journey, it could make a real difference," he says.
"At the moment, there's no way of enforcing regulations when it comes to foreign drivers.
"I don't think the fines are too low. After all, £30, £60 or £120 is quite a lot of money for a driver. If they are very obviously committing an offence, then they should have to pay for it. I think it's a good idea."
