was one of the scheme's greatest fans when the subject first came up last year.
He saw it as a potential benefit for drivers who could settle up at the roadside, rather than have to attend court that might be hundreds of miles away.
But now he has serious doubts over the level of proposed fines. He doesn't think they will do anything to deter repeat offenders.
"I think £30 is ridiculous," he says, "They should start at £100 and go upwards from there. The fines need to be more realistic."
Millard retains the view that cracking down on foreign drivers would be much easier if every port in the country weighed incoming vehicles before they ever got near the road. This would address the problem of overloading and the dangers it presents to other road users.
