is convinced the fixed-penalty scheme in the UK can work just as well as those on the Continent.
"It's a very good idea, and it seems to work in places such as France and Germany.
"It will probably benefit UK road transport because, at the moment, there are all these foreign drivers running amok with all the laws here, whereas our guys get penalised.
"Generally, our truck industry is a lot more professional than some in the EU."
However, he believes it's crucial drivers do go to court if they feel they are being unfairly penalised.
Owen reckons up to half of those who challenge speed-camera rulings in court succeed in getting them overturned.
