• The two vehicle licence held by Carmarthen-based Richard Safadi, trading as Richards Transport Services, has been suspended indefinitely by South Wales Licensing Authority John Mervyn Pugh.
Mervyn Pugh said he required satisfying that Safadi was in fact a sole trader rather than operating as a partnership and that all fines imposed on him had been paid in full. He had been told exactly what was required by the Traffic Area Clerk in April, including details of his CPC holder, yet none of the information had been provided and advice given had not been acted upon.
Safadi said that he had been let down by his CPC holder, but at no time had he operated without a qualified transport manager. He agreed that he had let the paperwork slip.
For Safadi, Paul Carless said that he had a "fairly unblemished" maintenance record. He agreed with the LA that there had been an overloading convic tion and another in relation to a vehicle excise duty case.
Suspending the licence, Mervyn Pugh warned that DoT enforcement officers would be watching for any illegal operation and if there was any, the licence would be immediately revoked.
