"It would be a step in the right direction," says the IRHA's Vincent Caulfield. "If one company gets into difficulties over its behaviour [of the four permitted companies a transport manager can run], can its transport manager continue to be of good repute with the other three? It's an EU regulation signed in by the minister, but our view was not taken onboard."
Asked by CM if the lack of clarity is the fault of the EU regulation rather than the department's initiative, Caulfield responded by saying the IRHA has called on the EU to clearly define the obligations, role and responsibilities of the transport manager. He adds: "When a transport manager is involved in four different companies, his role and responsibilities in four different firms needs to be more clearly defined."
The changes will only affect hire-andreward operators. They do not apply to own-account operators in Ireland, which do not require an 0-licence to transport their own goods.
