PAPERWORK is preventing the release of many of the trucks and trailers found • by former CID-man Mr Fred Top. ham abandoned in the Middle East.
Mr Denis Bloomfield, Mr Tophatn's partner in Barking Investigations, told CM last week that the British consul in Teheran "is in a state of despair" at the situation for drivers in Iran.
The first problem was carnets. Most of the trucks found had no carnets and the Customs officers had to be satisfied that the truck was genuinely abandoned. But they would not issue new carnets.
In a telex to his home base Mr Topham told CM: "It is incomprehensible why they conduct such a system."
"Iran relies to a great extent on imported goods and yet the rates are bad and goods are ratting in Customs sheds," he said.
BIS was hoping to have its system of release for abandoned vehicles made official soon. This would allow them to be released without the original documents.
