Which of the following most accurately describes the problem?

• The Freight Transport Association has told the Department of Transport that if the HGV driving test is privatised it will be impossible to maintain a system that is fair throughout the country.

Responding to the DTp's consultative document on the review of driver testing, David Green, the FTA's director of road transport and highways, says that without a national testing authority operating under set standards and offering tests country-wide, the system would be impossible to monitor and control.

Green also points out that waiting lists for heavy goods vehicle driving tests are already too long.
