• The Vehicle Inspectorate options for the future—Consultation on the privatisation of HGV Test Stations (CM 15-21 July 19931 • Operator Licensing—consultation on simplifying the 0-licence system and changes to thc system in Northern Ireland. Also review of fee structure. (CM 3-9 June 1993) • Paying for Better Motorwcrys. Green paper proposing point of use charges for motorway/trunk roads. (CM 17-24 June 1993).
• Load Security revision to Code of Practice.
• Amendments to Food Hygiene Regulations— review of temperature controlled requirements (CM 7-13 October 19931.
• Waste Management licensing—Regulations awaited for licensing by Local Authorities of waste handling and treatment facilities.(CM 14-20 October 1993).
• New Driver Safety: Proposed measures to reduce accidents involving newly qualified drivers, including retesting after conviction for certain traffic offences and incorporating an extended driving test (see EC initiative on theory test below).
• MoT Scheme Review; MoT Fee Increase.
• Storage and Carriage of spare petrol—H&SE proposals to revise conditions under which petrol can be stored without need for a Petroleum Spirit Licence.
• Dangerous Goods Transport: H&SE proposals for revision of UK dangerous goods legislation to align with ADR agreement.
• Review of UK Domestic Driver's Hours regs.
EC Legislative linitiatives
• Vehicle weights and dimensions—harmonisation throughout EC.
• Commission proposal for a Council Directive on protection of animals during transportation. Specifies, inter-alia, resting, feeding and watering times and minimum space allowances for certain animals (CM 9-16 September 19931.
• Second generation tachographs—incorporation of/replacement by computerised records.
• EC Directive on Food Hygiene—includes designation of vehicles carrying bulk foodstuffs. Adopted on 14 June 1993. Implementation in UK anticipated Autumn 1994.
• Dangerous Goods—Appointment of Risk Prevention officers by companies involved in packing, loading, unloading or storage of dangerous goods.
• Carbon tax on fossil fuels—agreement yet to be reached by EC Governments: introduction was originally planned for end of 1992.
