Because only EU countries could issue drivers' smart cards this technology might prevent low-paid drivers Iron Bulgaria, Turkey, Hungary and other eastern European states from driving trucks wtth digital tachographs.
'If someone wants to buy a new vehicle in a few years time in Germany and wants to put a Bulgarian driver in it then clearly they will have a bit of a problem," says an EU source.
Non-EU operators will continue buying new trucks with existing analogue tachographs, identifying them clearly as being on internal EU work on an ECMT permit or on a trip between, for example, the Czech Republic and the UK.
