Which of the following most accurately describes the problem?

A SPECIALISED low-loader built by Andover Trailers is heading straight for Moscow to assist in several building projects across the city. The Andhofer DEHNCLS85 trailer, incorporating Goldhofer power-assisted steering, will be transporting bulldozers and excavators for Moscow-based construction company Management Mechanization No.25.

The 17.7m trailer is equipped with a hydraulic suspension with a raise/lower control, detachable hydraulic neck, rear hydraulic ramps and remote control powersteering axles to ease access on restricted urban roads.

Although most of Andover's products are used in the UK, the company reckons it supplies about 10 step-frames and low-loaders through its agent in Estonia for use across the Baltic States and in Russia.
