Which of the following most accurately describes the problem?

• The fees for an operator's licence granted by an LA on a temporary basis pending the outcome of the normal applications procedure is, from February 8, £1 per vehicle specified in the temporary licence. The fee becomes payable at the end of the period during which the licence continues in force. This will be until either the application is heard and a licence granted or an appeal is heard and a licence granted or in either case if the application is refused.

This provision is contained in The Goods Vehicles (Operators' Licences) (Fees) Regulations 1971 which also revokes The Goods Vehicles (Carriers and Operators Licences) (Fees) Regulations 1969.

Also included in the regulations is provision for refunds of proportions of the £4 annual 0-licence fee in the event of the number of vehicles specified on licence being reduced.
