Banned director fails in 0-licence bid

• A Cumbrian haulier who ran a number of failed companies and was banned from acting as a company director for 10 years has been refused an Operator's Licence in his own name.
Raymond Shepherd, trading as Shepherds Transport, of Carlisle, applied for a new national licence for one vehicle and one trailer based at Man/port at a Penrith public inquiry last June. At the time North Western Traffic Commissioner Keith Waterworth reserved his decision and requested additional financial information {CM 19-25 June).
Shepherd had been a director of W&M and Washington Mining Contractors, of Aspatria, and RA Shepherd Haulage, of Bishop Auckland, which had gone into receivership. In May he was disqualified at Sunderland County Court from being a director of any company for 10 years (CM 12-18 June).
Evidence was given by the police that Shepherd, and companies with which he was connected, had come to their attention on seven occasions. Four times vehicles had been stopped and given prohibitions for dangerous defects.
The TC heard that Shepherd had claimed he was an employee of Delldeck, a company which did not hold an 0-licence, and a vehicle examiner gave details of 15 prohibitions notices imposed on vehicles operated by Shepherd and his companies.
Waterworth was not satisfied that Shepherd met the requirements to be of good repute or to be of the appropriate financial standing.
