Government spokesman Viscount Davidson revealed that in 1988, 36 people died and 60 others were seriously injured in 160 vehicle collisions on motorway hard shoulders.
A further 221 people were slightly injured and, 317 casualties were recorded during that year — up 53 on 1987.
