THE Freight Transport Association has challenged the legality of the Lothian Regional Council's actions in increasing offstreet parking charges.

In what is believed to be the first opposition to a Traffic Regulation Order handled in this way, the FTA is claiming at the Court of Session in Edinburgh that the Council's actions were outside its powers and contrary to rules laid down by Parliament.
