The role of London Transport should be expanded to that of a passenger transport executive for London, said Mr Robinson. This would achieve better co-ordination between LT and British Rail and open the door to LT fixing fares and service levels on BR services.
On particular points LT argued that: • Service improvements, and fares and marketing initiatives, can divert car users to public transport.
• Any policy of traffic restraint in city centres must be coupled with public transport improvements to provide an acceptable "package" and gain general consent. • The "efficiency" objective in transport must, in comparison with. the alternatives such as extensive road provision, imply special support for public transport.
