m The Scottish National Party has pledged to freeze fuel duty and to extend fuel duty rebates to the emergency services and possibly to hauliers as well.
The comments came during a session of the Scottish Grand Committee where Westminster MPs discuss issues relating to Scotland, However, party spokesman Kevin Pringle admits that the Scottish Parliament has no power to freeze duty without the agreement of UK Chancellor Gordon Brown, He says an SNP commitment to end the disparity in fuel prices between urban and rural areas would largely be achieved by "knocking heads together among the oil companies.
John Scott, Labour's Scottish director of communications, says of the SNP: "There's a cigarette paper between our policy and theirs."
