MANY transport operators cannot obey new laws on drivers' hours because they are expected to conform to two sets of unrelated rules, Bruce Millan, Secretary of State for Scotland, has been told by the Freight Transport Association.
The situation arose because new EEC legislation came into force in January and the UK Government did not repeal the rules contained in the Transport Act, 1968.
The FTA have told Mr Milian that if a driver complies with EEC rules, he could contravene the Transport Act. They urged him to amend EEC rules where possible to suit Britain's transport needs, and after UK legislation by removing daily limits on duty and spreadover.
They also asked Mr Milian to press the EEC to extend member states' powers to amend domestic transport.
