Research into the proposed Manchester congestion charge has suggested that only 10% of drivers will have to pay the peak-time charge.
While it still remains unclear whether HGVs will have to pay the charge — which the haulage industry has been urged to comment on in a referendum due to be held later in the year — the study has been done to show how the scheme would be financed.
However, it is equally unclear from the report whether HGVs have been included in the study.
