Which of the following most accurately describes the problem?

It's not only the transport side of our industry that the recent snow had an effect on. One area that has also been badly hit is HGV training schools, and, more to the point, trainee drivers.

One HGV school posting on the forums points out the problems in its local area, saying: "Driving tests were cancelled by the Driver Standards Agency [DSA] due to snow on the reversing and stopping area.

"Now I know we have had lots of snow, but at our local test centre in Yorkshire, we have had no tests for nearly two weeks. Examiners are not turning up to work, the snow-clearing machine has been broken, and no contractor has been brought in to clear the slush.

"There has been no snowfall for a week now, but still the area is off-limits for driving tests. The snow plough used by all centres is a tiny 'sit-and-ride' lawnmower-type device and is very much overwhelmed by the job of clearing the area of snow and spreading salt.

"This is costing a lot of money for us and other companies in the area. We had a week of tests cancelled last year because no-one was trained to use the snow-clearing mower, and this year its under-par performance from the DSA."
