Under the new regulations which allow police to impound vehicles driven without insurance -unveiled as part of a series of recommendations in the government's Greenaway Report in 2004 the keeper and owner of the vehicle is first served with a seizure notice.
To reclaim the vehicle the owner must pay a charge of £105 plus El 2 for every day it has been held, and must produce a valid licence and proof of insurance at a specified police station. The vehicle cannot be disposed of until at least 14 days after the vehicle was taken. If it is sold, the I former owner has a year to claim the net proceeds
