• Trucks cause congestion so they must be part of the solution—that's why HGVs will not be exempted from London's congestion charging scheme, according to a Transport for London spokesman.
Speaking at the recent Urban Delivery And Alternative Fuels Conference organised by CM'S sister title, Motor Transport, Nick Fairholme, polcy manager On Congestion charging at Tft, said: "We believe the vast majority of operators running round in London have to be there. But they're part of the problem in terms of congestion and they should pay towards the solution." Fairholme added that there was "no point" trying to distinguish between essential and non-essential users: "That's an argument that goes nowhere. If we were to introduce a concession for business generally we believe it would significantly impact on the decongestion benefits of this scheme."
It would also affect the revenue likely to be generated; Fairholme confirms this is likely to be about £130m a year.
• Fairholme also revealed that a debt collection agency has been engaged by Tit to enforce charging penalties against foreign vehicles across Europe. He declined to name the agency.
