• When Mr Keith Speed, Parliamentary Under-Secretary for State. DoE addressed the FTA at Eastbourne yester day he stressed the need to educate the public about the services the lorry pro vides. The standard of living of the public greatly depended on the use of road transport, but operators had to work towards the removal of grounds of justified complaints against the lorry as it is operated at present.

He deplored the knocking of road by rail — and vice versa—urging greater co operation between the two, but he in sisted that the door to door facility of road transport and its greater mileage — 200,000 miles of road against 11,500 of rail — gave road transport a dominant role now and in the future.

Mr Speed said the Government would shortly be advising local authorities about ways to implement heavy commercial vehicles (Controls and Regulations) Act 1973 (The Dykes Bill). The industry had to accept that there is a crying need for sensible controls on the movement of lorries by time and place. He hoped industry would not look upon it as a totally restrictive measure for local authorities would need to consult road transport operators and others in preparing their plans.

The Government, said Mr Speed, was pressing on with its road plans especially the provision of more by-passes for urban areas and afflicted villages.
