operators failing to return 0-licence identity discs after going out of business.
In revoking the licences held by Newton Building Co, of Taff Wells, and Mohammed Fayyaz, of Cardiff, Pugh said that if operators did not take care of their legal responsibilities, there was always a market for licence identity discs. It was something that had concerned him for some time.
In October of last year, Pugh received information about another operator seeking to use Newton Building's vehicles. Despite letters sent to the company, and visits to its premises by enforcement staff to retrieve the company's licence discs, no trace of the company could be found.
Pugh said that should either operator seek a licence in the future, their applications would be dealt with at a public inquiry.
