Which of the following most accurately describes the problem?

• Traffic flows have been improved and journey times reduced, says a report issued by the DoE, on the Tottenham Bus Demonstration Project which is one of a series throughout the UK designed to study various methods of improving the operation of buses in cities.

Southbound traffic from Tottenham High Road — a section of the A10 route into central London — was directed into a one-way system while a contra-flow bus lane in the High Road enabled buses to keep to their existing route, and this led to savings of up to three minutes on this part of their journey. No particular difficulties were experienced by delivery vehicles or pedestrians.

"However," says the report, "there is some suspicion, although not significant in a statistical sense, that accidents have increased and this is the subject of further investigation."

Mainly at stops or signals there had been a tendency for "tracking" of the bus lane to occur.
