I was surprised to learn that the European Court, to which the United Kingdom has been summoned for not enacting EEC regulation 1463/70 on tachographs, issues about 200 judgments a year. As each presumably represents an infringement of the Treaty of Rome or Common Market law, Britain's transgression, seen in isolation, does not seem significant.
Nevertheless, the European Communities Commission classifies it among "the most serious" breaches of the treaty in that the British Government failed to honour its obligation to enact legislation on tachographs.'
-Although there are many examples of a member state failing to get the necessary implementing legislation through Parliament because of the Government's inability to control Parliament., there are few examples of a member state refusing even to present the necessary Bill to Parliament," says the Commission.
So really we are a pretty bad lot.
