GUIDANCE on die transport of dangerous substances in tank containers has just been published by the Health and Safety Executive.
The booklet has been produced because of the difficulties that have come to light in both the operation and enforcement of the Road Tanker Regulations HS(R)13 as well as the lack of operator and driver awareness of the requirements.
It spells out in detail how the Dangerous Substances (Conveyance by Road an Road Tankers and Tank Containers) Regulations 1981 apply to those with responsibilities — including owners and hirers of tank containers. UK agents where owners or hirers are not UK based, vehicle operators and drivers.
Specific sections include definition of operator; design and construction; examination, testing and certification; information concerning dangerous substances being transported; organic peroxides; labelling of tank containers and driver training.
In addition the guidance has an appendix dealing with the international transport of tank containers in Europe by road, rail and sea, concentrating mainly on road.
